Valery Mikhailovich Khalilov was born in the family of a military conductor. He began to play music from the age of four. He graduated from the Moscow Military Music School (1970, now - the Moscow Military Music School) and the Military Conducting Department at the Moscow State PI Tchaikovsky Conservatory. Tchaikovsky (class of Professor G. Alyavdin, 1975). After graduation, he was appointed military conductor of the Pushkin Higher Military Command School of Radio Electronics of Air Defense.

In 1980, the orchestra conducted by V.Khalilov took 1st place in the competition of military orchestras of the Leningrad Military District, after which he was appointed to the post of lecturer in the conducting department, and then the department of the military orchestra service of the Military Conducting Faculty at the Moscow State PI. Suvorov and the A.A. Griboyedov Moscow city organization of the Writers' Union of Russia, honored worker of culture Alexander Savitsky.
